How much does RefPay Cost?
RefPay is FREE if you stay within the parameters we’ve set. The parameters are very straight forward and generous. If you deviate outside the given parameters, RefPay incurs charges from the Federal Reserve and ACH banking network that are passed on to you. There are no monthly account fees, setup fees, or hidden charges.
If your service is FREE, how does RefPay make money?
RefPay was not designed to be a “money maker”. RefPay is owned by business professionals who enjoy success in their professional careers. Through combined efforts they wanted to create a more efficient mechanism to pay Officials and promote a vocation that has been their “escape” of choice over the years. RefPay does incur monthly staffing and operational costs that are covered by revenue generated from contractual agreements with its technology partners and MasterCard International.
What’s the catch or where are the hidden charges?
There really is no catch or hidden charges. Stay within the given parameters and you won’t pay a dime for RefPay’s system. If you choose to take advantage of the optional add-on features, you’ll find our fees are reasonable and designed primarily to cover the Federal Reserve and banking network charges we incur for performing the transaction for you.
Does my Association or School have to sign a lengthy contract?
RefPay does not require a time specific contractual agreement to use the RefPay system. Requirements to use the system are found in the user agreement on the website. We’re certain that once you pay an Official through the system you’ll never go back to the “old way.” You’ll quickly learn that paying Officials is fast, easy and secure. Additionally, you’ll save your Association time and money.
How does RefPay work and how was it developed?
To learn how RefPay works for a Sport Official, Paying Administrators or Associations visit the website under the How it Works link. If what you’re really asking is how does RefPay move money in and out of banks and your RefPay account, then the short answer is money is moved by a complex banking network that is highly regulated and governed by the US Federal Reserve. The Federal Reserve rarely gives access to the banking network unless a business entity is a financial institution. However, through intense negotiations and the dedicated efforts of our Technology Partners RefPay has been approved to access and utilize the network.
From beginning to end RefPay has taken over 3 years to develop. Countless hours and business expertise in banking, accounting, finance, law, computer programming and beta testing have all been combined to create what we believe will become the industry standard for paying Officials. One reason why development took so long was RefPay’s refusal to charge Officials for the service. Creating a business model that worked under such a premise took a great deal of effort and cooperation from numerous individuals.
What regulations and standards are RefPay governed by?
RefPay adheres to and is governed by three highly regulated standards; NACHA – The Electronic Payment Association, MasterCard International, and GAAP accounting principles.
Utilization of the ACH banking network is regulated and governed by the NACHA – The Electronic Payment Association. NACHA is a not-for-profit association that develops operating rules and business practices for the Automated Clearing House (ACH) Network and for electronic payments in the areas of Internet commerce, electronic bill and invoice presentment and payment (EBPP, EIPP), e-checks, financial electronic data interchange (EDI), international payments, and electronic benefits services (EBS).
MasterCard International requires any organization that issues plastic cards with their logo to undergo an intense screening process and requires the select few that make it to agree to adherence to their standards and requirements. RefPay has sought out and gained the necessary approvals to issue debit cards with the MasterCard logo.
RefPay’s accounting principles and financial statements are all performed by a licensed CPA under strict adherence to GAAP Accounting principles. RefPay is required to regularly submit its financial statements to various technology partners and regulatory entities for auditing purposes.
How much does product support costs?
RefPay does not charge Paying Administrators, Associations or Officials for product support calls. We are available Mon – Fri between 9:00 a.m. and 5:00 p.m. MST at 1-877-7REFPAY. We are closed all federal holidays. If you call and get a message machine we’re likely helping other clients. Leave a message and we’ll promptly return your call. To avoid excessive staffing costs we’ve created an internal messaging system that will allow you to communicate directly with our staff. The quickest way for you to resolve any problem that may arise is through the online messaging system. You’ll have access to the system after you login to your account.
Can I have a RefPay account for each of the sports I pay Officials for?
Yes. You can have up to 10 separate RefPay accounts all under the same username. This allows you to keep money used to pay Basketball Officials separate from money used to pay Soccer Officials. Paying different Sport Officials all from the same account works great as well. You can structure the system however works for you.
Many of the Officials I pay make $600.00 or more; how does tax reporting work?
RefPay’s corporate office records all payments to every Official. At year’s end, you can either go into the system and pull the information directly or have RefPay’s corporate office compile the information and issue the 1099 electronically on your behalf.

Does you system integrate with my assigning software?
Integration with assigning software is the first project RefPay plans to undertake after our initial launch period. We’ll likely begin with the most popular assigning software and work our way down the pecking order. If you have specific software you’d like to see integrated with RefPay, please send us an e-mail, as we value your opinion. Additionally, if you have a suggestion on how we can improve our product to better meet your needs, please share it with us and we’ll do our best to make it happen.

Am I required to have a RefPay debit card attached to my RefPay account?
Attaching a debit card to your RefPay account is completely optional. To access your money instantly a RefPay debit card is currently the only mechanism that provides the framework for RefPay to give you instant access. Transferring money via Electronic Funds Transfer (EFT) to your bank account takes approximately 2-3 business days depending on the ACH banking network. Cutting a physical check takes 5 – 7 business days for processing and mail transit.
Printing and mailing a debit card costs RefPay just under $4 and that’s at a cost partially subsidized by one of our technology partners. RefPay charges Officials a one time charge of $3.95 to cover the costs they incur to issue a debit card. Although you can choose as you please, in our opinion a RefPay debit card is an amazing value. Using a debit card allows you to track officiating expenses and access money instantly. How can you beat working a game at 7 p.m. and then using your card at 9 p.m. to pay for the after game meal?
How come I can’t access my account immediately after I sign up?
After registering for an account you will receive a message that says a member of RefPay’s staff will contact you shortly. Because of standards RefPay operates under we are required to verify information provided on the applications submitted. We’ll generally contact you via e-mail or phone within 1 hour after you register. If you register after hours or on the weekend, it will be the next business day we’ll contact you with login information for your account. After the initial setup you’ll be able to access you account any time you want 24 hours a day, 7 days a week, 365 days a year.
Can I set my own username and password?
The system randomly assigns passwords and usernames. The first time you log into the system you will be required to change your password. Usernames can be changed until activity occurs on an account. Once activity has occurred, usernames cannot be changed. Details of how to change a user name are given in the Quick Start Guide you’ll receive when you sign up for an account.
What is your Privacy Policy?
RefPay takes privacy and security very seriously. Our Privacy Policy is available on the Website. The following sums up our stance on privacy. We will not provide any of information to any third party without your permission, except as necessary to manage RefPay.com's electronic distribution of game fees, or as compelled by law, court order or other judicial process.
Why do you need my Social Security Number when I register?
Your Social Security Number is required for income tax reporting purposes. RefPay takes privacy and the protection of your personal information very seriously. In fact, RefPay exist because one of the founders hated giving out his personal information at every school so much that he decided to fix the problem. RefPay takes every precaution to make sure the information transmitted over the internets is encrypted and secure. If you’re still uncomfortable call us during regular business hours and we’ll set your account up over the phone.
Who can register for a RefPay account?
Any Sports Official, Referee, Umpire, Judge, Arbiter or Sport Support Personnel can register for a RefPay account. Anyone who help prepares, facilitates or cleans up after a sporting event is eligible to be paid through the RefPay system.
What are the age restrictions for RefPay account holders?
There are no age restrictions for someone to own a RefPay account. Young and Old Officials alike can enjoy the benefits of being paid in a fast, easy and secure manner. To obtain a RefPay debit card an individual must meet their particular state requirement that defines them to be of a legal working age. Most states are either 14 or 16 years old.
I work for multiple Associations or Schools; can they all pay my same RefPay account?
Absolutely, the days of getting 15 checks from 15 different associations are over. RefPay creates a central exchange that brings Paying Administrators and Officials together. To be paid into your RefPay account from any association on the RefPay system, simply give the Paying Administrator your RefPay username and RefPay account number and you’ll be paid before the night is over.
Is my money FDIC insured?
RefPay, as your agent, will place your funds in a pooled account at an unaffiliated FDIC-insured bank or savings institution, which is eligible for pass-through FDIC insurance coverage.
In the unlikely event that an FDIC-insured bank in which we place your money fails, your balance placed at the bank would be subject to FDIC pass-through deposit insurance coverage, along with any other deposits you hold at that bank, up to a total of $100,000.00 USD. Pass-through deposit coverage is contingent upon RefPay maintaining accurate records and on determinations of the FDIC as receiver at the time of a future receivership of any bank at which we place your funds. FDIC pass-through deposit insurance protects you only against the failure of the bank at which RefPay places your funds, and does NOT protect you against RefPay's insolvency. Through the terms of our User Agreement, we believe that your funds will also be protected from any claims of RefPay's creditors and will be returned to you even in the unlikely event of a RefPay insolvency.
